I've just phoned up the HO and the representative stated that a simple letter giving notice of employer's new address is sufficient.

Processing time for a FP is supposed to be short, e.g., a couple of weeks. The date you specify on your application is the effective date that appears on the FP. If you apply now and put a date of early February you *should* be okay but if that time comes and goes and you still do not have the FP ...
