I would only like to know if I am liable to pay council tax from my described circumstances above.

And also.. how about the electoral register ? I am an EU national. It turns out i am not on electoral roll ! I was on it in 2012 but not since then !

Will this also affect my Naturalisation application ?

Yes but the problem is that back in 2011 I was living with my friend and did not have rental agreement, I did not pay utility bills and of course I did not have council tax bills otherwise I would provide these.
