No he does not have to attend with you. make sure you have his passport and your marriage certificate at hand. they will make copies of everything.

It does not matter about your passport expiring - effectively once you apply for naturalisation and become british, you will apply for a new passport. Check the expiry date on your wife's passport, the ILE is most probably dated till the end of the current passport life. As far as I know, ILE has no limits on it.
