I applied on 23rd Sep 2008 in VFS Bangalore. Got email confirmation on 7th Nov mentioning that I have been granted VISA.

Yet to receive passport to confirm 100%..

I am sorry, you are right its Administrative review in India. This takes 28 days.

Has anyone done this earlier with this kind of case?

My EC got rejected on 20th May with a reason of not maintaining the funds over GBP2800 for three months. I applied on 10th April, got my passport back on 20th May.
