I received my passport on 19th March 2013 and ILR card on following week.
Date of application was 27th Sept 2012. Acknowledge letter was received in a month time.

You can apply whenever you want if you are eligible. Only, the extension you get will be for 2 years from date of stamping (and not date of current leave expiring) if you apply early.
