Is anyone applying for a uk spouse visa who is under 21?

My Sis Inslaw just turnded 20. We don't know if the recent court case means that we can now apply for her Visa or not?

Very complicated documents.

This means they are not going to change the age limit to 18?

Ohh I hope they reduce the age.

Sorry I know this question has been asked before but once visa has been granted you should come to england within 3 months? My inlaws are saying 28days.
