I have heard that application from india for tier 4 general student requires only bank statements. They dont need any income tax return or proof of money.....am I correct?

Because I have been told by university visa advisor to apply within uk. Also, as per UKBA website Tier 1 PSW can change to Tier 4 Student. And there is no mention about PSW Dependant.
