Don't get stressed about it. I think you still can start everything from beginning. Applying FP and go to UK together with your little family and then change it to Residence card and then PR.

The PO staff were wrong. They just provide a service. They are not the decision makers. IPS are. I suggest you call IPS on 0300 222 0000 and ask for advice from the nationality team.
