Admin review leading to JR

Hello guys

My admin review has been rejected by saying that fresh documents are not accepted even we have focussed on old and already submitted documents and only fresh documents justifying the refusal points, any how I have submitted the JR with fees for expedite my case, not satisfied with home office decisions as they don't want to issue any visa, just wanted to know when I become overstayer in UK after refusal or withdrawal of JR if I do, because I am planning to apply another country rather than wasting my time here.

Have you been given the right to a second administrative review?

I think if your admon review is rejected and no other leave then you at overstated (unless a new application is submitted) to get 3c leave. JR doesn't extend leaves

My solicitor said I will be overstayer if I stay more than 28 days after refusal or withdrawal of JR
