Declare self-employment income without HMRC assessment

I know I am sound bit silly but can someone declare his income of self-employment through some accountant to UKBA (to meet any visa requirement like Tier 1, Entrepreneur or spouse visa income £ 18600) without the help / assessment of HMRC?
