dependent of ILR as employee

Hello guys

I'm on tier 1 visa and I am searching some employee for my business.
My friend is on ILR.
His wife got dependent visa. Pakistani passport holder.
Can I employ his wife in my business ?

Will she be considered as a settled person ?

Will I get points for job creation if I employ her ?

Settled person = person with ILR or PR / British citizen.

it means that my friend s wife is not considered as a settled person.
because she is dependent of ILR ?????????
