PBS depentent to Tier 1 (Entrepreneur)

I am a tier 2 (skilled worker) who is currently working in the UK. I ma asking on behalf of my husband who is dependent on my visa and wants to start a business in UK and thus switch his visa to Tier 1 (Entrepreneur). Given that his current visa is going to expire within 1 year.

Is he allowed to switch from dependent to primary visa holder? Is he allowed to switch from inside UK or should he go back home? When should he apply (before the expiry of his dependent visa)?

@Sushdmehta, just for my own clarity, in this case, would the route be £200k or £50k to switch to Tier 1 Ent?

Why not the 50K isn't it possible for my husband to take this route?
