URGENT: Creating freelance jobs rather than full time???

I want to hire local people but not as an employee but as freelancers. My question is if I hire a freelancer for 6 months on hourly basis (i.e. 30 hours per week) will it satisfy home office requirement?

I read policy guidelines but couldn't get any clue. Any quick help will be appreciated.

The hired person must be your payroll staff who is there for designated job position.
