Tier 1 (Exceptional talent) statistics

I was looking into UK visa statistics at HO website. Many data appears normal except Tier 1 (Exceptional talent). Only 1 visa was issued in this category until end of September 2011. This sounds not surprising but incredible. "Best and bright" are not coming here as government wants.

Thanks for your expert insight and analysis, professor. The category was introduced in August 2011 so that data would have been collected after only a few weeks!
