Judicial review???

Hi all.
I have a student visa in England and want to switch to tier 1.
As i am fillinf in the form, there's one thing i don't understand.
Application form page 28 :

[b]G. HSMP Forum Ltd. Judicial Review.[/b]
G1. Does the applicant consider him/herself to be covered by the HSMO Forum Ltd. Judicial Review Judgment of 8 April 2008?
Which one should i say? yes? or no??

G2. Does the applicant wish to have the application assessed in accordance with paragraph 39-42 of the HSMP Forum Ltd. 
Judicial Review: Policy Document?
Should i say 'yes' or 'no'???

As i currently have a student visa, i guess i should tick both "no".?
Am i right? Please, let me know~~~

ah, another thing, Should i write my Grade in Qualifications Assessment? I didn't graduate from University in England. I guess Grade level is different from my country. plus i didn't prepare an Academic transcript as i've got an Original Certificate of Award. :cry: I thought it would be enough to prove my qualification score. Should i have more other than 'certificate of award'??

Answer is NO, that Judicial review is valid for people who came under Highly Skilled Migrants Scheme before the 7th day of November 2006 and ofcourse you are not one of them.

Regarding the Grade question. It is best to write the Percentage marks you have obtained. The case worker will then convert it into UK grades. If you will provide transcript it will be enough for case worker to see what is your Grade.
