tier 1 general -Dependent - Housing agreement

Hi,

Im on tier 1 general visa.

When i launch a dependent application from outside UK should i also need to carry a tenancy agreement and council tax as part of supporting documents for dependent visa?
Is this mandatory to have a successfull application?

Plesae suggest.

Tenancy agreement and surveyor letter is important documents to enclose with spouse visa application from outside UK.
