Under which category did your husband apply? And what is (are) the exact reason(s) for refusal?

I have psw, he applied as dependent refusal was due to insufficient funds, but visa officer looked at only one bank statement, one bank statement had £2000 throughout

So submit your bank documents for appeal once again and argue that the EC officer had just looked at one bank document.. Keep copies of the all the documents which you submitted with the original application too..
