Change of Employer/Job on Tier 2 ICT Visa

Hi All,
I am on Tier 2 ICT visa. I wanted to know if it possible to change the Employer/Job after the changes made to immegration policies on April 6th?
I was going thru the UKBA website and it looks like Tier 2 ICT can still change the Employer.

You cannot switch (i.e. - apply in-country) to Tier 2 (General).

1. You'll need the new employer to assign you a "restricted" CoS.
2. You'll then need to make an entry clearance application (from outside the UK) as a Tier 2 (General) migrant.

I have similar but slightly different query.I am in UK on Tier 2 (General) visa. can I change my employer or accept employment from other companies? what is the process involved in this and how much time does it take? Do I need to go back to my native country and apply for the visa from there or I can get it done from UK itself?
