the legal firm that submitted my application through priority postal service got a mail today morning, saying that a decision has been made and will be sent a letter soon. did you all have a similar step? when did you come to know of the decision?

As you see, I didn't hear from them for almost a month. The CoS was still assigned, not used. My HR suggested that I should contact them directly and request the status, which I did on 10/09/14. They called me back and sent a biometric enrollment letter soon after that. So if you don't hear back from UKVI, don't panic - just contact them by post and ask about the status. Hope, this helps anyone waiting for a long time.
Sorry, I'm unable to edit my original post so providing the info in a separate comment. I've just got all my documents back today so the result is as follows:

Hi Everyone: Can anyone please tell me how long is it taking now a days to get PBS dependent visa after the implementation of health surcharge? I am planning to travel next month and I couldn't go for premium service as I ended up paying 500 pounds for health surcharge for my son.

I can't change my original post. So, I am just quoting the previous post. Here are additional infos.

14. Date (new) leave to remain valid until: 15/07/2020
15. Date BRP received: 11/06/2015 (There was a failed delivery on 10/06/2015, and we requested a re-delivery on the following day. I don't like the DX delivery. Their re-delivery options somewhat force you to pay extra.)
16. Sponsor rating: A-premium

I used the regular service, and I am happy that everything is done less than one month. As mentioned in the above post, when you submit your application, you don't need all the extra. I only posted my CoS, passport, passport photo, and the print-out from UKBA website (no need to submit bank statement even though my sponsor does not support the maintanance). Hope this is helpful.
