Tier 2 General to Tier 2 General

Hi,

I am currently on Tier 2 - General 2nd year.
To Switch from Tier 2 General from one empleyer to another emplyer, does it required.,

1. Resident Labour Market Test?
2. Can I apply without resigning my current job?
