Admininstrative Review for Tier 4 UK student visa

Hello, my son has applied Tier 4 student visa and was refused due to no TB test Cert. His course was started from last Sept and he left England for Summer holiday in Aug, 2016. So he should has stayed in England more than 6 months so we thought he didnt need TB test Cert. Can we do the Adminstrative Review ?

If he has applied for a visa for leave of more than 6 months from a country which requires a TB certificate, this is mandatory. If this is the case then an AR would be pointless as the decision to refuse is correct.
