Anyone help me its emergent !

My soliciter booked an 10 days tier2 priority service in UKBA yesterday but same day evening he informed me that UKBA rejected your request because you did TOIEC in past.

Is it true that even UKBA do not give allow to book an appointment for service?

Or its because of false COS?

How can I know COS is genuine or not?

Please advice me
