Tier 1 ( Ent) Application Refused, Dependent can Apply Tier

Hi,
Tier 1 ( Ent) Application has been refused, almost same reasons as other members,
.... Hearing in January,

Can dependent apply for Tier 4 student, she is completed Masters in India wanted to

do research, MPhil/ PhD,

is it hard to get CAS from University,
