Tier 4 application in 28 days, urgent help please

Hi all,

please give you expert opinion;

1-Can i apply for Tier 4 student visa in 28 days of expiry of my current leave?

2-If i can apply and visa granted, will it effect 10 year rule to apply for ILR?

Currently i am on psw visa and due to ATAS letter delay, cant apply for tier 4. Current visa going to expire on 30th of July.

Will very very grateful for quick response.
