Tier 4 dependants Visa application- Nov 12, 2015 rules

Hello guys,
I am currently on a Tier 4 Visa expiring in February 2016. However my wife have got an offer for her MSc and she will be applying from my home country. My question is, can I apply to depend on her after getting her student visa before my own student visa expires?
I have gone through the policy guidance for the new rules that started in November 12 and it is saying that we have to apply same time and same country.

Hi yes u can apply as her dependant inside uk. By the way did your wife got tier 4 visa from india?
