Tier 5 visa international agreement and indefinite leave

A friend of mine has tier 5 visa under international agreement (domestic worker for diplomat household) and do work for one of the middle east embassy. She was issued 2 year entry clearance visa then later She got extension (2 years) in same category with same employer. She cam to this country in 2013. can she apply for indefinite leave to remain after completing 5 years in this country or not.
