B1 to H1 conversion in guam

Hi,

I am an Indian national , resident of UAE. I have been given an opportunity to travel to guam. initially i was told that i would be traveling in h1 visa, but now the company HR says that i will have to travel on b1 visa first and once there in guam they will help me convert the b1 to h1. Please can someone let me know if this is possible?
