Is Visa stamping must for Brit Citizen with H1B petition

I have a basic question -

Do British Citizens need to go to US consulate in London for H1B visa stamping before entering to US? Instead can they just travel to US on visa waiver program and after landing start to work using their H1B petition?

Visa-waiver cannot be changed to any other status once inside USA, or extended beyond 90 days (the only exception - if you marry US citizen). So yes, it is absolutely a MUST for European citizens to get H1B visa stamp in the US embassy abroad before you head for USA.
