Visit Visa to USA

Hi,
I am currently in UK on workpermit ( since 1999 ) I would like to Visit USA to tour.

I have visited USA on business Visa before for 2 weeks.

Is it possible to get a Visit Visa to USA from UK ? I have my own property in UK to show that I will come back after the holiday.

As I visited USA before, what are the possibilities of getting 10 Years Visa for me and Family ? As the USA visa procedure is cumbersome and expensive...I am asking this question.
