Can it take more than 6 months??

Hello!
My husband (Bangladeshi) and me (Spanish) applied for the EEAA family permit 5 months ago.
He applied one year ago (before got married) for the TIER 1, without resolution. His biometrics were taken when he applied for TIER 1.
They sent us a letter to confirm that they changed the application.
The thing is, it could take up to 6 months (or this is what they say) but 5 months have passed already and still We have not received anything. So
My question is if the resolution can take more than 6 months.
