Complicated situation

Hi guys

I am Bulgarian and I came at the end of 2010 as a student because Bulgaria wasn't in EU. I am writing what I have been doing during that 6 years.
2010-2011 student
2011-2012 working with yellow card
2012-2013 working with blue card
2013-2014 working with blue card
2014-2015 student (master)
2015-2016 working

NOW.. they want a health insurance for the time while I was a student but!!!!
1- When I came here no one told me that I need a health insurance. Even when I got the blue and the yellow card.
2-As I know the health service is free in this country.
3-Since 2010 I have a silver account from my bank which that account gives me travel insurance.
4-During the time the Home office didn't ask for insurance.
5- Anyway when you go to the doctor even if you are insured they give you a pain killer and you have to pay for it :P

Comprehensive Sickness Insurance (aka private health insurance) has been a requirement since 2004 of the EU Directive 2004/38/EC for students and self-sufficient people to claim residence. It has been the requirement for claiming residence since 2004. But the UK only started enforcing it in 2011.

What is the date on your yellow card? That may be relevant for this discussion.

If it was issued to you as a student AND dated before 20th June 2011, you would be covered by transitional arrangements made for such cases.

Unfortunately, your fresh period of study in 2014-15 would have reset your PR clock to zero if you did not have CSI at that point in time, unless you worked part-time and the work was genuine and effective.

As for the "nobody told me so..." argument, ignorantia iuris non excusat.

It seems like I got my yellow in may 2011.

What should I do in that case?

in my opinion as I came to this country and became a student before 20th june 2011 this will not effect me.

Not entirely sure if the earlier student registration card would cover the OP for the period of study in 2014-15. I would consider his PR clock reset by that event.
