I have already applied ILR on 10 year base in 1st week of October 2014 and I will be eligible to apply ILR on Tier 1 base on 24th Feb 2015
Some friends suggesting me if I will not get decision till Feb 2015 then I need to apply ILR on Tier 1 base with my wife . So in this way my wife will get ILR as well because of 9 July 2012 rule.
Please help me if you know something

You mentioned that you have already sent your 10 years ILR SET(LR) application to HO since October this year, if this is the case then you cannot no longer apply for Tier1 based on 5years.
Your wife will need to apply for her spouse visa of ILR (Spouse of Settled Person) in the UK using FLR(M) once your ILR is granted next year.
However, your wife has not spent enough time in the UK + the rule has changed and now your wife will have to apply using FLR(M) and wait for 5 years before she will be qualified for her ILR (Settlement).
I wondered why you waited since March till October before applying for your own 10 years Long Residence Settlement, you should have applied since March this year and you would have gotten it by now. But anyway you have now applied in October so just sit tight and wait for your approval after which you can apply for your wife using FLR(M) and she has to meet the financial and ENGLISH requirements.
1)Financial requirements-----Either you are earning minimum £18,600 per annum (without any child applying at the same time)

---- or Both of you are earning minimum of £18,600 per annum (without any child applying at the same time)
2) B1 English Certificate.
3) Documentary evidence that both of you are living together for 2years in the UK
