Your NZ permanent residence means nothing in Australia.

Why have you not become a New Zealand citizen?

One of the reasons they increased the residence period is that they felt that too many migrants were going to Australia straight after becoming NZ citizens.

If you applied for PR before 21 April 2005, you may still be able to apply under the 3 years rule, on or before 21 April 2010.

If you qualify to migrate to Australia you may apply like anyone else, although I would advise caution on abandoning New Zealand unless you qualify for immediate permanent residence in Australia, even then having an Indefinite Returning Resident Visa would be recommended.
