FLR (M) extension for a Minor without a Passport

Hi,

I would like to ask is anyone has been successful in getting a FLR (M) extension for a Minor without a Valid Passport.
My kid's Passport expires in Oct 2024 and despite all my attempts the Indian Govt is not accepting the application or providing me with a letter/ email of refusal or rejection. (New interpretation of citizenship act 1955 Sec 8(2) )

I am now trying to find out how I can apply for his visa extension so that it will not be rejected.
