It means that dependents need to spend 2 years in the UK as a dependent before becoming eligible for ILR. The statement doesn't state or imply "before the main migrant", as that is universally understood fact (that dependents may become eligible at the same time as the main migrant or later, but never before).

You may also want to write to the British HC in your country too.
Not a bad idea at all. Let me give that a shot and check if i can get 'em to cough something concrete out.
