Visa proceedings for baby and wife.

Hi All
I applied Tier1 and got that in June. But due to some reasons i couldn't go to uk that time.
I am planning to go there in November,
Now i want to apply visa for my wife and new born baby
what are the requirements to get the visa dnoe ,,,, can I apply dependent visa without going to uk ??
Please guide me to procedure of getting tier 1 dependent for my wife and kid.
