ILR question

I was granted entry clearance in October 2006for two years but did not come into the Uk until December 2006. I have since applied for an extension after two years.
My query is my clearance expires in October but I do reach my settlement threshold until December. i called UKBA for an unrelated query but the lady who spoke to me said, instead of applying for another 2 months extension; that I could apply for ILR straightaway despite the fact that I have only been in the uk for 4 years and 10 months.she said i i came into the uk within three months of my entry clearance, that i can do this. is this really true?

I came to the UK under the HSMP in 2006. I extended my stay with Tier 1 but not on the point based system. We were exempt from PBS due to the judicial review

Hi, I will be sending my ILR application in next week. I am applying based on HSMP JR. I have my documents apart from the Employer Letter- my company does not write such letters. I do not have all my P60s as they were lost when we moved houses. However, I have a letter from HMRC showing tax history and income for the last five years.
My dependant actually earns about 3x my income. Is it necessary for him to show any evidence of economic activity? We are attaching documents showing co-habitation anyways. Kindly assist. Thank you.
