Hi,
Letting agreement start date should be on or before the date when the application is made or it can be in future date but before the decision on application is made?

I understand that the requirement is that adequate accommodation should be available on arrival.

You have to show that accommodation would be available when the applicant arrives in the UK. A post dated tennacy would be acceptable if it shows the accomodation will be available when visa is granted

Your advices have been very helpful. A part from tenancy agreement it is also required to provide a letter from landlord confirming that he/she is OK to live in the property on arrial?

It would be helpful but not necesary as a tennant with an assured tennancy agreement, you should be entitled to have anyone living with you, without seeking permission from your landlord

Also for the proof for English Language requirement we are submitting the original master degree along with a letter from University that the course was taught in English. That should be ok right?

Question on Maintenance Funds: i get around 3200GBP take home. Do i need to show the breakdown on my monthly expenses or can i just mention approximate amount say 1200-1300 GBP?

Irrelevant question, because there is no requirement of "maintenance fund" for spouse visa.

This is what i read on ukbawebsite.
You must send:

2 recent passport photographs and your passport - see the Photographs and passport page
evidence of your age and your partner's age
your marriage or civil partnership certificate
evidence that you were both free to marry or enter your civil partnership, if either of you was previously married or in a civil partnership
evidence that you have met evidence of your English language ability - see the English language page
evidence that you can can maintain yourselves and any dependants adequately without needing public funds - see the Maintenance (funds) page

evidence of your accomodation

Ok, So it is a requirement? I only need to submit the documents mentioned in the webiste or i also need to provide a statement of my net income and expenses, savings to prove that me and my spouse will be able to maintain without needing to public funds?

"Maintenance / funds" requirement is different from "maintenance fund" requirement, the latter being a mandatory requirement under the PBS route.
