It is very urgent for me: can someone please explain the calculation of the continuous period for ILR?

I can't figure out whether Tier 2 skilled workers with BRP are considered "work permit holders (paragraph 134)" and where is the para 134?

And my main concern is: do T2 Skilled workers BRPs qualify for IRL after the total of 5 years (subject to complying with all the requirements and working for the same Sponsor) or they must leave the UK ANYWAY for 12 months after 2nd extention, which makes it 6 years?
