You may apply to the upper tribunal for permission to appeal on a point of law arising from the first tier tribunals decision?

What does that mean?

It means what it states, in that you can only appeal to the Upper Tribunal only if the there was error in law in the decision of the refusal by the First tier of Tribunal

I don't understand when you say error in law? please explain
