Thanks for the information, someone from my wife's work recently mentioned this to her as a possible reason why they are being extra cautious, makes sense.

The immigration manager, or whatever his actual title is, at the uni said he needed to contact the Home Office about me using a COA as proof (still waiting for it). I then suggested to him if possible when he contacts the Home Office if he can inquire about my case and maybe get confirmation of my status that way. He responded and is going to try this, I hope they will release this information to him and we will finally come to a solution. I am hoping to hear back from him on this Monday morning.

Good idea.

HO may not divulge details of your application to a 3rd party.
Privacy & DP rules probably come into play unless, as the representative of a sponsoring organisation, he is considered to be within the circle of trust (with some sort of access rights).

May be useful to note that a German RC can be used (in lieu of UK FP) to enter UK:

Please correct me if I am wrong, but it appears that this is not possible in my case. My German RC was issued under domestic law and not Article 10 and it appears, strangely and annoyingly, that this does not allow me that right. I do not understand the need for distinction personally.

Regulation 2 (general interpretation)

1. In regulation 2(1), in the appropriate place, insert—

““a qualifying EEA State residence card” means—
(a)a document called a “Residence card of a family member of a Union Citizen” issued under Article 10 of Council Directive 2004/38/EC(5) (as applied, where relevant, by the EEA Agreement) by an EEA State listed in sub-paragraph (b) to a non-EEA family member of an EEA national as proof of the holder’s right of residence in that State;
(b)Germany and Estonia;”.

So I read through again and it does only apply to article 10 rc's as far as I can tell.....

I don't know about German law & versions of German cards.

I think it means even the 'correct' type of card would just grant entry to UK (not residence in UK).

Still waiting to hear back from the university.... again... it seems like this is of no priority to them, I suppose it isn't... just frustrating for me!

Anyway, I got the letter from the Home Office to go get my biometrics today, will be getting this done shortly, so hopefully this means things are moving along on their end.

Well the Uni finally replied today. He was able to confirm my status with the home office and I am going to be able to register after showing a few documents tomorrow.

Hi,

I am in a very similar situation: I am an American, my wife is German, we are currently in Germany, I am in the process of obtaining my Germany residence card (Aufenthaltskarte), and in September 2016 I will study for a Masters in England.

Based on this thread, is my understanding correct that my options are either to apply for a Tier 4 student visa, or an EEA Family Permit, and if the latter, to get a 1A Stamp upon entering the UK?

It would be great if you could please offer your advice, having now gone through the process yourself.
