Congratulation.

My friend is going to complete 10yrs in September 09. His details:

Sept 99 to Oct 00 - Student
Oct 00 to Mar 09 - Dependent of a Stuent (wife)
Apr 09 onwards - Dependent of PSW holder (wife)

He has no gaps. He has aksed for SAR recently. Do you think he will have any problem, since he was on a dependent visa for most of the time.

I don't see any problem, for long residency ILR, the applicant should have had legal stay all over the 10 years period with no gaps, i do not think the type of visa he was on matters as long as he was legal in this country, but please check an expert opinion, i am not an expert..
may be someone from this forum can help?

Swan is right, should have no problems as long as there are no gaps.
