I'm not very familiar with procedures but I believe you need to give notice and after 15(?) days you can get married.
You proved your durable relationship already for the EEA FP. It's unlikely the HO would challenge that so there is no need to marry to ease the EEA2 application.
I would suggest you marry when you feel it is right.
I suggest you apply for a RC early.
You will need proof of ID (passport) when registering for marriage. You will need to send the passport for RC application (although you can also ask for it back and it will not affect the application).
I suggest you work out what is the best option for you.
