Clearly mention in the HO form AN guidance notes and booklet and on the HO website. It has not been 'hidden' from the public, it has been in place for a long time.

True, but it's only for the spouse of a British Citizen. Mostly i know of people who got their ILR through long residency or work for whom 12 months wait is mandatory. So, I assumed it's always 12 months for everyone.
