Your sister would need to show that-

She needs long-term personal care to perform every day tasks, such as washing and cooking. The care she needs is not available in the country where she is living, either because it is not available and there is no person in the country where she is living who can reasonably provide it or it is not affordable.


Does she satisfy these requirements?

You parents would need to satisfy the same test as your sister. Does she need help with basic personal tasks or not-your answer was contradictory. How does being deaf prevent her from cooking and washing herself? Does she have any other disabilities. Why can you not pay for someone to provide this support for her?

From what you have said she does not satisfy the requirement for settlement as an adult dependent relative because she does not require day to day help to perform everyday tasks such as washing and cooking and the care she does need is currently provided for by your parents. Preferring to provide the help yourself rather than pay for it does not satisfy the requirements that the help is either unavailable in her country or not affordable.

As i have already said your parents would need to satisfy the same requirements as your sister,so from what you have said the answer is no.
