IHS Refund - Child or Other Dependant of Settled Person(ILE)

Myself and my wife are on ILR and I applied for my kid's ILE couple of months back and had received the visa - ILE a month ago. Paid for IHS £600 when I applied for the visa but I haven't received the refund yet.

I have posted questions elsewhere but didn't receive a definite response yet and is really difficult to get a proper response.

I checked the forums and it seems like many had received refund and I also checked the following link

which says that you don't need to pay for IHS when you’re applying for indefinite leave to remain

Can anyone advice please on whether I would be eligible for a IHS refund and if so, how should I contact UKBA regarding the refund ?

I had gone through the link earlier and I understand it might take upto 90 days, but what I want to understand is whether I am eligible for a refund in my case ?

This is the reply I received from VFS when I contacted them

"With regards to your query, all Immigration Health Surcharge (IHS) refunds
can take up to 90 days to be processed. Please refer to the following link
for further information about IHS Refunds:
https://www.gov.uk/healthcare-immigrati ... on/refunds

IHS payment is required when you apply to settle in the UK, once settled
and apply to remain then IHS is not required."

I am not able to understand what the last statement means - the difference when you apply to settle and settled ?

Does the IHS have anything to do with VFS? I thought it didn't.

Sorry, its not the VFS, the reply I received was from UK Visas and Immigration International Enquiry Service.

Is there a mail id which I can contact for IHS refunds or would it be better to call UKVI contact centre in the UK ?
