Tier 2 ICT Dependent Delay?

My family has submitted our Visa applications and did our biometric on 1 Nov.

I have got mine and my 2 children’s visa and passport back since mid-Nov. However, my wife’s was not available yet.

Since the normal processing time should be 15 days, shouldn’t UKVI contact us if there is a delay? We have received no such notifications...

The application seems to be in limbo and when is called to escalate today, I was told that they couldn’t even find the GWF number in the system he thus has to escalate the case.

I have received the email that her Visa reached the DMC on 5 Nov.

Is this process normal?

We have to travel by the end of 2018, but this is really frustrating as we can’t book our travels yet.
