no biometric card issued for out-of-country tier 1 dependent

Hi,

My partner had applied for tier 1 dependent visa, he received his passport with visa stamped in it, but NOT Biometric Card.

Can you please help me, Will he be allowed in UK without biometric card, based on only stamp in passport...

Why there is NO Biometric card issued for him.

Because BRP is issued for in-country (leave to remain) applications only.
