I'll leave it to others to respond on the A2 language requirement, but in the future your wife may need to pass a B1 English language test for ILR.

And she will definitely need to pass a B1 English language test for naturalising as a British citizen. Note that exemptions for English language tests during the immigration journey end with the immigration journey, at ILR. Naturalisation is a separate process, under different laws and has different rules and requirements.

So you may want to get her starting to prepare for a B1 test in the next two years anyway, regardless of whether she needs an A2 test now.
