120 working days UKBA time frame is it followed?

I have finished my NVQ II last Sept 2009 but unfortunately I was refused to have another extension for tier4, the basis of the refusal was because of delayed posting of my documents since that time there was a UK post office strike..I know i have the rights to appeal but i think it will take time and spend more money to that..Instead i decided to go back to the Philippines to re-apply for tier4..Nov. 2009 I lodge my application to the VFS British Embassy Makati,Philippines..but still up to now no results at all..Ive been waiting for 6 months now and I only get updates over the phone calling the British Embassy here in Manila and to the sources from the internet using the VFS Website their tracking application status which my application is still on process with the British High Commission. I even reached 128 days of waiting..I just want to know if 120 days UKBA TIME FRAME always followed..I don't know whats the next step please give me some idea to do..I'm really stress for waiting too long and and spending too much much..I cant move to another option because my documents are still with the British Embassy..pls give me some advice..thnx
